Bank slot coupon not working

Has anyone else had an issue using their bank slot coupon, from the Jubilee? I haven't been allowed to use it. When I try to purchase the bank slots, it only shows the current 20% off promotion. I've tried purchasing through the Zen Market and directly from my bank, to no avail. Many of my guild mates and some of my other friends have experienced the same issue.
