I'm unable to complete Blacklake District and my character is now level 35

So, I didn't do the Terror Skirmish. Somehow skipped it and now my toon is too high a level to do it As a result, I cannot list AD or purchase Zen.

Is there a way to get around this?

    The skirmish is not a required quest. There is probably something else you missed causing your issue. Basically, you need to complete the all the questlines up to Helm's hold. In the thread linked below, ignore the "any five" comment. It may have been true at one time, but now It seems you need to do them all.
