Protector's Figurines not being awarded for completing Elminster's Messages Daily quest

I have taken my four characters through all of Elminster's daily quests but so far have received no Protector's Figurines from Elminster for doing so. They do all have three Figurines from opening one Protector's Bounty every day but nothing being given out from the quests. According to the description for the Messages quest(s), Protector's Figurines should be awarded:

Elminster’s Messages – As part of Elminster Aumar’s visit to Protector’s Enclave, he is seeking the help of adventurers to deliver grim tidings to the Harper agents scattered across the Sword Coast. Players will travel to various zones to accomplish missions, speaking to Harpers in the field. Players of at least level 6 will have a chance to receive two random quests based on their level. Completing the quest will grant you Protector’s Figurines that can be used to redeem Jubilee items in the event store.

So the most any of my characters seem to be able to earn is 8 or possibly 10 given the 2 day extension. Is this correct or am I missing another way of earning them ?

The figurines are in the Protector's Bounty's. I'm pretty sure you are guaranteed 1 in the first Bounty you open every day, and then have a chance of getting more with the more Bounty's you open.

The figurines are in the Protector's Bounty's. I'm pretty sure you are guaranteed 1 in the first Bounty you open every day, and then have a chance of getting more with the more Bounty's you open.

As I said, I know about the one you get when you open the first Protector's Bounty box every day, I was just questioning why the statement I quoted:

'Completing the quest will grant you Protector’s Figurines..'

with respect to the Elminster's Messages does not seem to be true. No Figurines are being awarded for simply completing the quest. My slightly unreliable memory seems to recall that you could get one each day as a quest reward in previous years. This year while that is implied in the statement, it appears you only get the more standard 'a chance at..' by collecting and opening Protector's Bounty boxes after the first one each day.
