Items in Crate are 'not BoP'?

Supposedly, everything in the crate is bound to account, not to character. There are some issues here, mainly with the figurine currency and potentially the 420 gear as well. If a person had not seen the items lists and all, they might have started the quest on the wrong character, figuring that the items could be 'activated' on a different character, or transferred, or etc. However, this is not true, a great deal of the stuff in the crates is actually bound on that character, and there is no way to change off to a different character to continue carrying out the celebration.

This gets especially tricky due to the "Thanks" quest at the end, as it will almost certainly ONLY apply to the one character who was doing the quests. The extra bank slots, etc, will immediately activate for THAT character only, as it isn't actually an item that pops out of the box, right? So, no, it is exceptionally misleading to say, "Crates are bound to character, but the items inside are bound to account", as that implies that it really does not matter which character you do this with, you can spread all of the stuff to the appropriate characters as you need.

As for the 420 gear, why not make those activated items like boxes themselves, within the crate, so that we can transfer the 420 gear item to the proper character, THEN open it? Or the figurines a 'bag of figurines' or something? Just curious, as these are pretty simple ways to solve the problems. Or, make the celebration quest an 'account' quest, instead of a character-bound one, so that it can be done by any character once per day, not be forced to use the exact same character, which is a good deal of the cause for these issues...
