Cannot get into Water Node in Drowned Shore

I have the final mission to kill Gar Shatterkeel, but the entrance to the Water Node isn't showing up on my map and there is no sparkly quest path.

I am level 67...is this too high for the mission? Any advice?

    Big blue blurry barrier with the water symbol on it.
