BUG : decayed Scale of Ra NSI did not drop

We completed a Tong Run.
I had keys for chests.
I open the chest with the chult key fist, then the epic key chest, then the 3rd chest.
In none of thise did the scale show up. I have plenty of inventory space.
Now, a disclaimer.. is the Decayed Scale a guaranteed drop or merely a chance?
If merely a chancee. no harm no foul.
if a guaranteed drop., then none dropped.
Addendum: I have received a bile-drenched scale, from helping a guildie with the Tyrant Hunt.
Possible source of Bug: I have not run TONG run since I git the chain of scales. It is upgraded to blue now, and needinging only the drops from TONG and CODG to complete.
Question For Devs: are we supposed to get these scales in order, as in get only the next required?
