Chain of Scales - Deflect Severity Buff is Broken

The Deflect Severity buff from Chain of Scales procs and the buff enters the status bar. The tooltip on the buff icon in the status bar says that Deflect Severity is being increased, but on the stats page, Deflect Severity remains at 50%.
