Chat not working

For 4 months now my chat has not been working on my main account. I have done all the steps and then some to work through it with tech support. Unfortunately I still have over 4 months worth of VIP left. I can't progress in the game as I can't do dungeons. I can't jump into a group from (LFG) channel. I have submitted a bug report but we know how that goes. I have isolated it to my main account because my other account does not have the issue. What are the chances of getting a refund on my wasted VIP?
