Why not put a daily PVP key and a glory bought PVP key into play?
Winners get two chests to open, that appear at point 1. Chests contain bonus glory, bonus conquerors shards and more importantly new gear, including double slot Legendary rings that in PVP are as powerful as new Omu gear.
I know that "gaming" this system could be done but that would be a risk the devs could take and could be mitigated by only 1 PVP key and 1 Glory key per day rather than 3 and 1.
Would require some work but could keep campaigns as they are, add key making options and ultimately for some effort could make PVP relevant for the masses again.
