Are there still PvP twinks?

I played at launch and loved the PvP, but I came back at some point and I couldn't put a dent in anyone I was fighting. Someone told me it was due to their gems/enhancements or whatever they're called. Is it still like that? Can a "new" player coming back PvP or do I have to reach cap and grind first before it becomes fun?

    Yup. You need to grind and get the boons and gear and enchantments to compete.

    Sorry for the stupid questions.... When you say grind to get the boons and gear, etc, is this something I can do at the appropriate level? Meaning if I'm say, level 25, can I get the same gear and enchantments as the twinks I'm fighting against? Or are they getting access to things that can only be attained at max level, and I'd have to be max to equip a character to compete?

    You will find that leveling PvP is often populated by alts. Those alts will often have gear from their forebear. High level enchants, BtA gear, etc.
    I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.

    it will take you longer to earn enuff glory for gear, than it will to level up to 70.
