New player - Ping issue

Hello all,
I have very recently started to play Neverwinter. Upon reaching level 20 I decided to go and figure out how to check ping as it kept on bothering me since I started. The results have shown that I am playing with a constant 150 ping, is that normal? I have disabled On-demand patching, to improve the situation which made me download the whole content, however, this does not fix the issue making the game quite unplayable. I have as well tried to play on both, EU and US proxy, the problem persist. I did a tracert too, it is below.
My question is, is 150ms normal for Neverwinter? If not, what are the ways of fixing it? I would expect ms at around ~30

As well, I would highly appreciate receiving more feedback about the ping. Can You guys share Your experience, do You have lags too? I really want to see if this issue surrounds few people or does everyone sturggle with 200 ping?
