bad names

how or who decides if a name is bad? i cant find anything in the tos except for a little blurb about the user being responsible for it. if a mod or dev can respond so i can pm you, it was a silly name, and i think someone revenge reported me because a player wouldnt move in artificers workshop and we had to bail but i told the group to report it so we might get kicking put back in for events, or at least not get penalized when we drop, but thats not the point. I have another character with a similar name to the "bad name" and dont want to get in trouble.
