Morlanth's shroud transmute causing bonding proc issues

Kind of dumbfounded now.
Got the morlanth's shroud for a transmute. Put it on a manticore armor. Now my bonding rune stones are not proccing correctly. Sometimes they will sometimes they won't. Tried unequipping everything and then equipping back. Before transmute was proccing to 94% crit 85% arm pen. Now those numbers are 82% and 67% procced tespectively power dropped from 59k to 48k. Checked that all mounts and companions. Just to be on the safe side I made all companions idle then made active. Same with the mounts. Before transmute any random etos would be somewhere between 110 million and 130 million. Have ran 7 randoms since ttansmute never got above 78 million. Any suggestions?
