[PC] Can't Buy Zen and Can't Open a Support Ticket.

Returning player here. I wanted to get a third character slot to start with a new character, which costs zen, but I can't figure out how to buy zen. When I go to the Arc billing site, it says "Before you can purchase, you need to complete all quests in the Blacklake District."

I tried opening a customer support ticket on this, but when I try to submit one, it gives me an error "Category - Please select an item under Payment Inquiries"; however, there is no option to select an item under Payment Inquiries.

Am I missing something? Anyone have a suggestion on how to resolve this?

Never mind. I figured this out. You have to log on all of your existing characters to allow the server to clean up out-of-date quest, then you can access the billing site.
