Is low lvl pvp intended to be dead?

A new class might revive it, anyone know an ETA on a new class?

    Low level PvP never had the chance because people don't stay low level for long.

    A couple years ago it was really active before they changed it around with the base hp. I liked it because I wanted to pvp with different classes but didn't have the time or resources to invest in what was needed to compete for lv70. If I wanted to pvp with tr I just quickly lvl a tr and bam into pvp I went.

    Um I think it is just "PVP is dead" as a statement
