I have noticed that level 3 and over the buff is random. Is it intended to be that way?

From my point of view it will be more useful if it was a lower number per stat but all the stats together.

Read the tooltip, it's supposed to be random. You're guaranteed the regen bonus, plus one of the other ones that are available depending on what rank it's at. Plus it lasts 30 minutes and only has a 10 minute cooldown.
