Adventurer's pack from lockboxes

I noticed there is a new item that drops from the lockboxes, the adventurer's pack. It has a high droprate and the content is totally useless for everybody who isn't new to the game. In my opinion it isn't worth to invest in the boxes anymore. Why did Cryptic decided to put this new drop in the boxes?
