Completing fish collection

I can't complete my fish collection because of Icewind Smelt fish.
This kind of fish is fished in general waters, but it's really hard to find. It's a R1 fish (common one), but really not to be found.
If I go fishing in general waters, I only pick up Frozenfar Quipper fishes.
Very few Deva fishes (about 1 on 20), and zero Icewind Smelt.
Is there a prime, dedicated area to fish it ?
Any suggestion ?
