Guidance on stats

Given a Spellstorm CW (assume a DPS role), what are the recommended stat ranges for:

Resistance Ignored -
Damage Resistance -
Life Steal Chance -

I understand more is better, barring caps and Diminishing Returns. I am just unclear on the current caps (I read posts saying there were 2 tiers of caps/wasted points for RI).

Any input is appreciated.

NOTE: Not inquiring about *how* to get the stats... just the optimum ranges, in theory.

RI-you will want 60% until you get to Chult, in which you will need 85%
DR-for dps, I tend to aim for 30% for group content as DCs and OPs can buff your DR considerably.
Lifesteal-10% is all you need to reliably proc the heal, the rest of your defense stats should go into HP for both buffer and as added dps when you are running with a paladin that has Aura of Courage.

These values can be applied to all classes, with tanks and DCs aiming for 60% DR.
