The Dev explanation of Skirmish vs. Dungeon is that the former has no role restrictions in the queue and the latter calls for 1 Tank 1 Healer 3 DPS. This is why they place Shores and Kessels in the epic dungeon queues.
As for the people disconnecting, I suspect most are switching to an another character which should be easy enough for the game to recognize. Perhaps give a small grace period in case they forgot to move enchants, then remove them with a penalty. It obviously won't affect people who legitimately have internet issues.

I agree with the devs' explanation. I was going by what the player base on these forums define the difference between a dungeon and a skirmish is.
I'm not looking for forgiveness, and I'm way past asking permission. Earth just lost her best defender, so we're here to fight. And if you want to stand in our way, we'll fight you too.
The time difference between POM/ToDG and MotH/DL is pretty huge. I always take the penalty with POM/ToDG because to me the time premium is not worth small chance for a +5 ring. I doubt the devs will change POM/ToDG to reduce the time requirements. What I think they should do is to somehow make the skirmish start-able with less than a full group. This way a group can decide to under-man it instead of waiting for a reinforcement that will stay.
