Trickster Rogue Savage Blows Feat is NOT functioning at all

The Trickster Rogue Feat Savage Blows has two issues:

1. The feat shows .6% TWICE rather than .6% then the next in the progression of .8%
   
2. The feat does not even FUNCTION. Life Steal does not change at all while attacking.
   

Please look into this as this should not be the case!
