TO9 End Boss RAS round not ending Scrolls of life, Stones of Health, time lost

This is getting frustrating Killing end boss many times and the round not ending. Scrolls of Life, Health Stones and lots of time wasted on the rounds like this. Tried everything. Leaving some HP on boss, leaving instance and coming back, killing boss all the way still wasted 30 minutes. Then horrible RNG. I see many players getting the Ultimate Enchanting Stones and I haven't gotten one. Being a top Pally Tank and making at least 100 runs and not one??? Bad drops in all. All the money a lot of us paid for this game and this is the quality I get? I've done a lot for Neverwinter when is Neverwinter going to pay me back?
