Why don't more buff powers work like the guardian fighter's knight's challenge? It's possible to cast almost every buff in the game before or immediately after it goes on cooldown. From clerics to warlocks to guardian's themselves, nobody needs to worry about recovery once the cooldown is shorter than the duration. So why don't more powers just not go on cooldown till the buff ends? This is how knight's challenge works. You cannot gain true 100% up time because it ends before the cooldown even starts.
If the goal of the hallowed ground cooldown is to prevent it from being casts permanently, why not just make it work like knight's challenge with a much shorter cooldown? Same with many many other buffs in the game. If forgemaster's flame and break the spirit worked like this, it might be more efficient to have one cleric run both spells, which would remove a huge benefit to double cleric parties.
