Feat Staggering Challenge

I still have doubts about the feat "Staggering Challenge" (Conqueror), the way with which it actually activates. I was kind of confused by the description. Can anyone explain in more detail? Thanks

still working that way on preview
GW+KC=hit x2 + 1/10 hit (from Staggering Chal)
empowGW+KC= Hit x 1.2 x 2 + 1/10 (hit x 1.2)
About GW, it applies Crushing Pin, so follow up hits are buffed by 1.1 I guess., that´s why they seem to more than 20% .
