Strategist gear bugged

For some reason the gear in my inventory does not bump up to the 510 IL while flagged for pvp. Viewing the collections page while in pvp, the gear shows the higher stats, but mine does not. I've asked others to inspect me while in pvp and they confirm that my stats are showing the pve levels (ie 450).

This bug doesn't seem to affect other toons I have, just my HR.
