I use my Soul Binder on bosses only.
This is my forth character as my main is a DC than I run a GF and a CW. My CW and DC are very similar in terms of IL as both have all artifacts mythical and are over 13K in item level. My GF is a few hundred behind them and once I get my artifacts to epic the SW will be a few hundred behind my GF. All my characters are designed to play support builds.
Let me know what I can do to improve my character.

Few points I would think about.
1. As a supporter, Dreadtheft is a very solid debuff 25% towards enemies. At low level groups a general dsp increase of 25%, no way arround that power if you run as support and the main dps are far ahead. You might drop in dps significant using DT, but your partymember will go up significant also.
If you are the main dps, you run full dps like WB+KF+PoP at bosses... but normally templock is not the main dps.
2. Critical promise procs of every tic from a BoVA crit, Daughters promise is useless to some degree imo, so stay with 5/5 CP, it also get´s improvemd in mod 13
3. Relentless Curse: When a WC is removed from a target...?
When do you curse consume with your warlock? Near never, except you run Soulbinder, and that 1 Lesser Curse proc does near nothing.
If you want to benefit from LC as a templock the only way is to run ACC or Accursed Souls as a "opener" imo. Vengefull curse does not help that much in a dugeon. ACC+NPNM solo, and ACC+ anything else in a group.
At high crit you generate enough LC procs, the only way to stack that Dreadtheft DR buff 3 times comfortable and the only way to benefit maybe from feats like Parting Blasphemy combined with LC, even doing so the dps increase is pittyfull and you do better running other classfeature depending on your gear and setup.
Relentless Curse? No clue if it is from big help for a Soulbinder templock tbh. One LC proc for every SS spam, and that LC does not stack... simlpy wasted imo.
My own templock build is a mess, but tat´s what I would go for if I intended to waste a respec token. Bloodpact 5/5 as human

But I gonna wait till mod 13 to respec, since I don´t know what Eldritch and Darkness will look like that moment.
I did see the updates coming to SW and I like what the devs will be adding to a Templock. Not OMG awesome, but it seems like a big improvement, even some of the other changes they listed should help the SW DPS out a bit.
I ended up getting the Orcus set and made my other loadout a Hellbringer DPS build. I know I have much to learn about playing SW but it does offer me a different play style over my DC, CW and GF.
I can state that as a CW I do feel bad for SW as the class use to be the strongest DPS and now the class definitely is near bottom. The only class that has suffered more than a SW over the past year is probably TR. They look like a fantastic class to play but in PVE TR are just horrible.
Hopefully the dev fixes do not make the SW the next OP class. I rather it be close to what we see now with the HR or GWF.

The original buff never made it out of preview. They changed it to proc off unmitigated damage, which makes it OP in PVP, but does zero in PVE because we have to carry the same armor pen as everyone else.
We can be the main dps in a full buff group just fine. But so can my grandmother. And, she passed away 30 years ago.
