How to use the Character Loadout item

I have a character loadout item that I recieved for buying Zen this past weekend. Is the item bugged? I can't seem to be able to use it at all, when I click on it, it tells me the price of the item has changed.

The "1 Character Loadout Slot" item now works.
Note: A localized version of the flavor text has not been updated.
The flavor text now also specifies that there is a maximum of 10 loadout slots per character.
Known issue: When the item fails to consume, due to the player character having 10 loadout slots, there is currently no error message.
