Function of Identification Scrolls should match description

SUMMARY
There are 3 levels of Identification Scrolls (Lesser, Normal, Greater) that, as per item description, should be used to identify 3 different level-ranges of unidentified items. I started playing the game about 4 months ago and noticed that level restrictions are not enforced.
As a result, a Lesser scroll can be used to identify everything.
REPRODUCE
1. Have 2 Lesser scrolls of Identification in inventory.
2. Take a note of the reported allowed level range in scroll's description.
3. Have an unidentified item (item-A) in inventory such that its level is within the noted range.
4. Have an unidentified item (item-B) in inventory such that its level is outside the noted range.
5. Use one of the scrolls to identify item-A and notice that identification is successful as expected.
6. Use the other scroll to do the same with item-B and notice that identification is again successful. (bug)
