    IG has far and away the greatest level range for skirmishes so the deck is stacked for it to be the one that will pop up most often if you are queuing in anything other than a full group.

    Well, I RQ skirmish alone (for 6 different characters) and the most I got is Master of the Hunt and not IG.

    The topic is about RQ skirmishes for lower level characters. Level 70s should have equal chances for each skirmish, once you factor out the actions of people manually queuing. But the lower levels, it should give IG far more often, given that all the other options have a minimum and maximum level.
