Primal gear bound to character?

I have bought 2 pieces of primal gear: the boots and the arms for my cleric and have equipped both items.
The boots say the gear is account bound, the arms state they are character bound.

I thought all Primal gear was to be account bound even after equipping them?

Like any account bound item it changes its status to character bound if you equip overload mark or use character bound transmute on it.
