I don't know if this is a bug or not. I purchased one of those campaign completion bundles for my GWF a while back (not sure if that has anything to do with it).

I am only now attempting to trade relics to the trader and there is no option to trade. Is this a bug or is there some quest that I'm supposed to complete to unlock it (even though I used campaign completion bundle)?

It is a bug that has been reported before and sadly, I don't know if there is a workaround. Typically, once you have gotten mostly through the intro quests, Duvessa Shane would have a quest that took you to talk to Chettlebell, the competion of which unlocks selling relics. How this can be handled with the token, I don't know.
