Can not refine items

On only one character I am not able to refine items. I was able to do so last week, but no more. It's keeps telling me I need RP, but I have more than enough....HELP.

    I hate paying taxes! Why must I pay thousands of dollars in taxes when everything I buy is taxed anyways!

    Any item, the character cannot refine ANYTHING. It is just on my HR.

    My sympathies.

    I had a similar issue on my DC in that my DC was locked from refining anything until I completed the Level 15 Refining tutorial quest. This was despite the fact I had 70k RP sitting in my DC's inventroy. I got it solved when dev team waved their fingers and fixed it.

    I can't say my situation will give you any insight into your issue, but I hope your issue gets fixed.
