River District Heroics

I have recently been trying to run heroics in the River District and occasionally after clearing the initial mobs and the reinforcements the ritual leader will not come down. I can't add a video as I am in the hospital, I apologize for that. If someone has already reported this bug I apologize for repeating a report.

Happens often at Nostura, haven't noticed it at the others.

I have had this happen at all 3 areas. Nostura is the most prevalent followed by kabal and the gyrion.
