[Sigil of the Guardian] - BUG permanent cooldown

Hi all,

my [Sigil of the Guardian] equiped on 2nd artifact slot its on permanent cooldown cant unequipe, change it or change loadout.

error:
[Error] Unable to equip some items from the loadout.
[Error] You cannot unequip this item while it is on cooldown.

    18 days later and the same bug, artifact is on permanent cooldown.
