Why are Daily Lair Quests LvL70?

Daily Lair Quests are given as part of Common Cause from Harper Boward.
Until the player reaches lvl60, all Common Cause sub-quests can be soloed with a reasonable expectation of success.
When the player reaches lvl60, suddenly there are Daily Lair quests that are also part of Common Cause which are lvl70 affording a solo player very little expectation of success.
IMHO, Common Cause cannot be completed by an average solo lvl60 player making completing any of the other Common Cause quests unlikely. To say/suggest partying them isn't the right approach either. Isn't that the purpose of the Queue system?
Daily Lairs, and therefore Common Cause, should be reasonably able to be completed by a lvl60 player if that is what you are allowing to run them, otherwise, they should not be available until the player reaches lvl70.

    You would have to ask the Mod 6 era devs but presumably it is because they didn't realize exactly how bad the scaling system works. Those quests were designed when level 60 was the cap and when that was raised to 70, the instances were altered, but instead of changing the Common Cause lair requirement to level 70, they chose to implement scaling instead. The same was done with Vault of the Nine.

    Thank you for an explanation. Instead of new content and radically altering queue, etc. the devs really need to just go back and fix content. Had my daughter quite for a bit once hitting common cause because she thought she had hit a wall and could not get past it not realizing it was just a fluke and bypassed till she got strong enough. I wonder how many new players hit that same wall and give up?
