Upgraded R13 enchants revert back to previous level

On 28 October I upgraded 26 R11 and R12 enchants to R13s. Of these, 10 reverted back to R12s for some unknown reason.
Not impressed.
The message I sent to support -- who told me that I should raise my "concerns regarding the bug and compensation for the issue in our forums" -- can be found below in italics.
So here I am.
Earlier today (roughly between 4-6pm EST) I upgraded all the r11 and r12 (2 x r11s and 24 x r12s, + 3 x r12 bonding, I believe) enchants on my main, Rhovanor Daedhrogon to r13 (with the exception of those in utility slots or the defensive slots on companion equipment).
While waiting in queue for a pvp match, I noticed that the enchant on my main's artifact cloak was r12. I assumed that I had overlooked it (even though I was fairly sure I'd upgraded them all), so I proceeded to upgrade it. Scrolling down my character page, I noticed what seemed to be a second non-upgraded enchant on the character's pants. I blew through a couple dozen preservation wards in a wasted effort before I was pulled into the match.
After the match ended, I inspected my character again and noticed that many of the enchants that I knew I had upgraded had reverted to r12s. I thought I misread it at first, or that it was a glitch, but however I viewed them (through the tooltip, viewing the equipment, opening up the refining box) they had reverted to r12s.
Needless to say, to find out that I had needlessly upgraded one enchant twice and that 9 other enchants has reverted from r13 to r12 after using nearly 30 ultimate marks and at least 3 stacks of preservation wards -- never mind all the time -- is very disconcerting.
I submitted a ticket in game, but it doesn't seem to be appearing on the 'view ticket' screen. I may have reported a bug instead of contacting the GM.
