Kick player only every 4 hours???

Really I like new patch. One thing that I dont like, that voting for player is only every 4 hours. And I dont understand, when some go in dungeon offline, arc dont kick them from group! This is real wasting time, we cant kick them, and leave group I dont want too, because in some dungeons you spend more then half hour(((
