I could not for the life of me get SS build to work for like I can for the MoF. I find my MoF build does a bit more dmg for me. I tried a few different runs where I ran both as a SS and MoF and in both cases I ended up doing more Dmg on my MoF. The dungeon runs were with the same group.
With that said, I had one extra loadout not in use and decided to create a Controlling loadout using the Oppressor path.
I have the mage for controlling as well and took boons that increased my ability to control, I believe I got a 20% increase from from my boons, maybe more.
I am going to give it a try to tonight to see how it works. What area do you all recommend to go test out the build solo and what dungeon up to FBI do recommend I run to test it out.
I know it is not a DPS build nor a straight out buffing build. I simply built my CW like this for my own interest to see how the character plays out.
What abilities should I use. I know CI and IT are a must.
I never built my CW as a controller but with all the changes coming I have a feeling CW controlling maybe a thing again, maybe and I want to get my character ready for it.

Anyways if you do decide to do a ap/control build run it as MoF so you can debuff as well because you wont be able to do much dmg with opressor path.
My support CW (high recovery MoF Ren) uses a lot of control bonuses and powers, and when monsters can be controlled, it is great. Main control source is Oppressive force in combination with Icy Terrain/freeze mechanic. if you add Forst enchant you can achieve perma control on your own. And if you have support that boosts your AP gain even more, you don't even need frost to do that. (My build can do Daily every 7-8 seconds on its own, with no support, and even every 4-5 seconds with support, for example Hastening DC)
The problem is that not a lot of things can be controlled, once somebody said, and I am paraphrasing here, "things you could not care to control can be controlled, while things you want to control cannot be", and I see it similarly. Control is a nice addition to the mix, but in current state of neverwinter, you can't base your character on that in PvE (it is PvE we're talking right?)
That why I decided to go dmg support with this control aspect as a cherry on top.
(My build is based on debuffs and buffs - CA, SW, BC, 2* RoE on Maastery - yes I have 100% uptime on double stack, tested and confirmed, darkfire (often multiproc), plus some other debuffs from artifact, companion, enchant, etc. + buffs from Chaos Magic, nightmare wizardry, and other small buffs).
In general I have 103% debuff with 100% uptime, and another 20-30% with varying uptimes. Plus the buffs, plus all the control you will ever need in PvE. I'm missing some debuffs, namely T Rex legendary (10%), Dancing shield (10% over my Con Artist), so there is potential for even more.

The thing for me is I cannot stand SS DPS builds. Tried many times but cannot stand it. I have 3 loadout and currently have a MoF DPS and MoF Rene build I run for content. I decided to make the third a MoF Opp build and it is ok...I love using it with lower IL groups as I can CC adds all day with that build and by changing out one of my companions. Though, my DPS build melts stuff so fast that using CC is pointless and even as a Opp build I tend to do quite a bit of dmg with lower IL players that I still melt T1 content pretty fast. With all of that said...I will keep my Opp as it is an alternative way to play buffer/debuffer.
