The changes to the TR class in module 12B are mostly due to external factors and possibly some bugfixes; there are however 2 small changes being made to the class itself. Mod 12B is a mixed bag for the TR class to say the least, here is my analysis:
There will be a new CC diminishing returns system implemented as part of module 12B which may have a small negative impact on how strong our CC effects are. I say small since most of our relevant CC effects are in the form of smokebomb and courage breaker, which funnily enough are the only 2 powers that won't be impacted by the new diminishing returns system in any relevant way. Courage breaker will be getting a small nerf as part of module 12B but all they did was lower the duration of CB in PVP. CB will still be able to be maintained 100% of the time against a single opponent so the nerf to CB at best would only effect lower geared TRs while leaving their maxed out counterparts untouched. The control effects for the scoundrel TR tree will be rendered next to useless by the 12B CC system and the rise of SOD has delivered another nasty punch to the scoundrel tree by leaving them miles behind executioner. The CC change will also push them much further below sabotuer than they had been before 12B. Sabotuer will also be hit hard in 12B. After the piercing damage nerf from a few months ago, the main way sabotuer delt damage (SE) became next to useless. SOD on the executioner tree now easily outcompetes sabotuer for damage and with control getting weakened in 12B as well, there will be no way for sabotuers to keep up with executioners.
The maximum ranks of enchantments in module 12B will be increased as well. Standard enchantments will now have a maximum rank of 14 and weapon and armor enchantments will have a maximum rank of 13. Tenacity will also be removed from all gear and placed onto your character sheet as an automatic buff you get when you are in PVP. This will mean PVE gear will become BIS in PVP. While the tenacity change comes with a lot more pros than it does cons, it has one downside in that it will worsen powercreep. This is because PVE gear offers a lot more stats than PVP gear does. These 2 changes will dramatically increase the maximum amount of recovery and power you can have on a TR in PVP. It may also raise the bare minimum recommended amount for both of these stats.
This is also october bugfix month and several prominant TR bugs have been fixed as part of this dev project. Most of these bugfixes will be comming out after 12B but some bug fixes will be introduced as part of 12B. This means there is a chance some TR bugfixes will be released as part of 12B but most likely, they will come after. Whether or not these bugfixes are released with 12B, you should start preparing for them since some of them may influence PVP TR builds. Here are 2 such bugsfixes:
Smokebomb and path of the blade will be able to proc weapon enchantments (besides fey and vorpal) when these fixes hit live. This will mean other enchantments besides those 2 will become more viable and you may start seeing more TRs using lightning enchantments instead of the usual vorpal or fey in PVP. Lightning already has found a niche use as a great enchantment for fighting other TRs since it can knock TRs out of steath, pair that with it suddenly being able to proc with one of our highest damage encounter powers (smoke bomb) and you are bound to start seeing people turn to it. My PVE sabotuer freind @sn0wt0ri0us figured out a viable way to use path of the blade a while back. Under the conditions of 12B and after, his techique may become of interest to PVP TRs: If you have lots of recovery/cooldown reduction, you can lair multaple path of the blade procs on top of eachother, these can add up to a suprizingly high amount of damage over time. Path of the blade in PVP can also knock other TRS out of stealth and when paired with a lightning enchantment, it would eat other TRs stealth gages alive in PVP. Pairing the already high potential damage output of path of the blade with weapon enchantment procs will probably make path of the blade a decent dps encounter against all classes. Its hard to tell if it could catch up to smokebomb or not in PVP without more testing but I'll certainly be playing with this idea in the future.
Our passive tenacious consealment has also recieved a rework and several bugfixes to it. This probably won't change the passive meta for all TRs but it may make this passive power a good option for some people. It would be useful on executioners since its effects pair well with the ones from SOD and with it actually working now, you may see some TRS turning to it.
