Owlbear Cub internal cooldown doubled -- mostly affects HB SWs

Can you confirm if this was intentional, and, if so, that you will be adjusting SWs in some way to compensate?
I totally appreciate that relying on one specific ~1M AD companion for up to 50% of a character's dps is less than ideal, but literally no one thinks SWs DPS is too high right now (quite the opposite, really), so if this change goes live, it's a huge nerf to a class that's already in a fragile state of balance.
Looks like HB Fury is going to lose about 10-15% dps from this change as-is, and HB Temptation more like 20-50% depending on their build choices, with 50% being a mostly hypothetical (and hyperbolic) high-power no-crit build using all three affected abilities (Pillar of Power, Dreadtheft, Blades of Vanquished Armies), and with 25% being a fairly average 12k Templock using PoP/DT/FB(or KF). Those percentages are also relying on powershare buffs inflating power, but since party damage matters way more than solo damage, that's not a totally unfair reliance.
