Courage break needs a icd. if disrupt shot for the hr didn't have an icd it would be broken how can you not see that a character being able to permanently apply cb to another character isn't broken. I'm not asking for a crazy nerf just like 4 seconds of breathing room so maybe like a 10 second icd cause it last 5 or 6 seconds. Or better yet no icd let them spam it just make so it can't be applied to the same person for another 10 seconds. I don't play a dodgeless class but when I see someone who does and they sit in a smoke bomb all game I'm just like I can't believe this person hasn't quit the game yet. Anyways onto my next point I love the cc diminishing returns and also reduced healing, for those of you who really hate deaths and just want too cc and push people off nodes accept that you had your time it was very depressing for most of us. Look at mod 5, what most who played then consider the golden age of pvp. There were kills and deaths galore to win a node you had to get a kill or out rotate the team not look for push this guy in a sb push this guy in the roots lol so gross. My only thing is I think every form of cc should be 1 stack. All those cw powers and many more insta proccing 4 stacks is bs. Also realize that if you have little cc ticks in your build take them off. Practice with your team and figure out what's applying cc stacks and make sure you cordinate correctly. Woah cordinate on nwo how dare you I can't just spam my powers I know it's sooo sad. Also 15 seconds is stupid I think 8 is a solid number though for the cc immunity time.

I agree that CB is available too often and lasts too long. I'm a fan of CC diminishing returns but not as diminished as they currently are on Preview. Healing depression has the potential to affect some classes severely and others almost none at all, as long as the Devs listen to players as these changes are tested they can adjust and potentially wind up in a good spot.
As a side note, mod 5 was NOT the golden age of PVP. Mods 1-3 or 4 were depending on who you talk to. Mod 5 was the beginning of the end. However, there were deaths in mod 5 but I would argue there are deaths now. The main issue remains balance in matches. There are several ways to fix the issues with class imbalance (burst damage trumps all in PVP), IL imbalance (Qing into a match where your 4 team mates are fresh level 70s in blue gear with rank 5s), Solo Q kicking (my team isn't winning, let's kick 2 win), and lastly stacking the FOTM broken classes (i.e. This mod something like 2 TRs, 2 GFs, and a Pally/DC).
Until the other imbalance issues are taken care of in some manner PVP will still have monstrous issues, despite the attempt at removing CC only matches by these changes.

Courage breaker's duration has been lowered for PvP targets. The intent of courage breaker was not to allow a rogue to lock down someone movement wise. This is an initial change to see if it helps to balance out the concerns without significantly altering the utility of the power. If we still feel there is an issue we will make some other tweaks based on the feedback given...
