I heard a while back that when a DC heals an ally, the amount healed is in part dependent upon the amount of ArPen the DC has. That it is as if there is resistance on the ally, and the DC's ArPen level therefore is a factor in the amount healed.
Is this true? Was it every true? Or is this just old hearsay?

That would be super frustrating from a gameplay design perspective. For example, good luck healing that GF sitting with 80% DR.
But I believe you _can_ deflect heals (and other beneficial effects)... although that's a bit different (and there isn't any good way to prevent that from happening if your buddy has high deflect). There is an effort underway to correct that:

DC's should stack enough Armor Pen to make their campaign progress less soul crushing but can easily swap all of that out while running group content.
Btw, I think mysteriously entering combat is fine for dc, cause your bastion and dg does procc the ap gain for the group effectivly, especially at Orcus last campfire. Not sure if it does out of combat when the hp bars are full.
