[PC] Shift not bound yet still activates utility power

I don't have shift bound to anything in the game. I prefer to use the caps lock key for my utility power. I've noticed in the past few weeks, haven't played in a few years now, that if I try to use shift+1 or shift+2 to accept/decline invites, queues, etc while holding a directional button that my character uses his utility power.
I don't recall this being the case years ago when I was playing. I'm wondering if the shift key is always bound to the utility power if it isn't bound to anything else or if this is a coding error.

    On further investigation, any other key that was default bound that I have unbound does nothing when pressed. I'm leaning toward a coding error or this was intended.
