Stuck in Enclave as level 1

I had a control wizard at one time but deleted it to create a warlock as there are only 2 free slots.
I got more slots and tonight decided to create a new control wizard.
I created it and loaded but only to find my self in enclave bypassing the intro quest and at level 1 where the only quest I could pick up was about the dragonborn. Knox had a grey question mark over his head and when I talked to him nothing.
I thought maybe its just the name or look so i decided to delete her and try again and once again bypassed the info quest stuck in enclave as a level 1 human that cant do anything.
Any advice ?
