Setting guild hall as target

I'm leader if a GH15 and I keep running into an issue where it won't let me set the guild hall as target. I have all the required structures. I accidentally fixed it once but I've no idea how. Help?

    Try going to the board where you do the upgrade instead of doing it through the Guild menu. That has fixed the problem for me once. (Doesn't always work, I'm not sure exactly what the issue is).

    If you are currently upgrading Guild Hall you can't set the target to the next level until the job finishes.
