Questions on some Off-Hand Artifact powers

(I am an Xbox Player)

I've heard that the Flames of Empowerment off-hand bonus wasn't working correctly. Has this been addressed in Mod 12 as a ninja-fix if anyone has tested?

Does the Prince of Hell damage resistance buff function? It adds 5% DR but isn't reflected on the character sheet so it is hard to tell on console.
