I know I said i wasn't going to post bugs anymore because it's a waste of time, but i feel kinda proud of myself for figuring this one out so i thought I'd share my findings.
Players have 2 different item levels now. What do i mean by that? If you inspect someone that happens to be in a different instance than you (zone doesn't matter), then their item level will show up considerably lower than their actual ilvl. After some testing with my guild we've figured out that the only way to see someones true item level is to A. Be in the same zone + instance as the person you're inspecting or B. Invite that person to a queue group.
So why is this happening? Because for some reason mount bonuses and insignias are not added to someone's item level when you inspect them from a different instance. Anyways my alliance doesn't allow ilvl restrictions so it doesn't effect me, but players shouting in PE are probably having a hell of a time with this.

Me and another filthy spent about an hour testing it.

Not according to my tests. Add up your mount, combat power, and insignias then subtract it from your item level and ask someone to inspect you.
