(ps4) determination nerf? Harder to fill bar?

Anyone else notice determination takes more time to fill up? I used to fill the bar when I marked 3 targets with daring shout, now it barely fills a quarter of the bar. I have looked closely at this the past 2 days to make sure it wasn't a fluke, but it happens every time if I don't Mark 5 or 6 targets it dosnt fill determination. I was just wondering if anyone else on ps4 have noticed any thing similar with determination.
