With the new loadouts feature I am a little confused on a couple things. Why can some characters be fully respec'd to make your second loadout, but some characters have to get a respec token and do it themselves. Are you supposed to be able to make 2 different builds completely or whats goin on with it?
If through my ignorance and confusion I somehow screwed up something when I was going through the tutorial is there a way I can fix it, or do I just have to bend over and take it stanley ipkiss style?
Also is it working the way it is supposed do on Xbox or is it kinda glitchy?

Essentially you will have the same character as far as powers, feats and boons are concerned, but will be free to change selected powers and gear.
If you haven't copied the original you can basically create a new character of the same race and class that looks the same, has the same name but has a completely different build.
Just like in traditional D&D... oh... wait...
Of course, for whatever special reason, you still can't swap mounts and companions. That still needs to be done manually.
It's fine to change how intelligent the character is, or something equally fundamental like their paragon path, that's perfectly rational... but be damned if you want a different set of companion and mount active bonuses to complement that change.
You know, having to trade off vulnerabilities in one area to excel at another... Bugger that! This way you don't need to tax your brain beyond the usual deciding whose "Build" to copy for each situation.
But it means more power for less effort, so it will be a popular decision.
It's possible, as @mordekai#1901 said you may have accidentally used the "Replace Loadout" button in the Manage Loadouts window to overwrite your empty loadout.
