Beholder Tank Combat Power

The combat power for the Beholder Tank mount does not scale by 500% damage when the target has less health than the user's power.
I tested on a guardian fighter that had 16k power without bonding runestones.
It never scales on players or mobs.
Tested on:
Pvp flagged friends in dwarven valley
Mobs with hp over 16k in sharandar and dread ring
Mobs with less than 16k hp in blacklake district
